CSCI is a Woman-Owned Small Business seeking a qualified, intricately motivated Program Security Representative that will provide “day-to-day” multi-discipline analysis for Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities. The primary function is to provide security oversight of SAP life cycles to include: Personnel Security, Physical Security, and Information Security.

The Program Security Representative must have a current Top Secret Clearance with SCI Eligibility, eligibility for access to Special Access Program Information. The candidate must be able to work onsite in Arlington, VA and Springfield, VA.

The minimum requirement for this position is to have a minimum of eight (8) years of professional security experience in the Department of Defense (DoD) environments with demonstrable SAP experience. Responsibilities

The candidate’s responsibilities include, but are not limited to:

  • Manage daily Special Access Program (SAP) security activities and operations.
  • Implement and execute Government directives, such as the National Industrial Security Program Operating Manual (NISPOM) and SCI Administrative Security Manual (DODM 5105.21 Vol 3).
  • Ensure compliance with SAP security requirements per Department of Defense Manual 5205.07, Volumes 1-4.
  • Assist in developing and executing approved policies and procedures for safeguarding SAP, Sensitive Compartmented Information (SCI), and collateral data in support of DoD Customer
  • Perform compliance inspections IAW DoD M 5205.07 and provides contractor and subordinate facility assistance and oversight.
  • Prepare and processes requests for foreign travel through the appropriate approval authority.
  • Conduct required travel briefings and debriefings.
  • Prepare and processes visit requests for travelers to and from the organization.
  • Brief all levels of personnel, both in the government and senior civilian services, on a variety of security-related topics·
  • Conduct and document SAP facility compliance reviews, follow-on facility reviews, and facility close-outs
  • Investigate security incidents, conduct risk analysis, and prepare written reports identifying contributing factors and preventive action.
  • Route PARs for necessary approvals/signatures, tracking via the Joint Access Database Environment (JADE) database.
  • Update the JADE database with all incoming Program Indoctrination Agreements (PIA) and Debriefing Statements, foreign travel, security violations, derogatory information, etc.
  • Advise customers as to the status of PAR packages.
  • Use various databases, including but not limited to: JADE and DCII.
  • Coordinate with SAP security personnel to ensure lessons learned are incorporated into the curriculum for the SAP security education & awareness program.

Qualifications

Qualifications:

  • Extensive knowledge of Special Access Programs.
  • Strong knowledge of Executive Order 13526, NISPOM Overprint, ICD series, DCID series, DoD 5205.7 SAP Manuals, and other applicable security policies.
  • Available to work before/after typical office hours as work may demand.
  • Excellent briefing and technical writing skills.
  • Impeccable customer service skills.
  • Expert experience using Microsoft Office Suite and Adobe tools and systems, including Excel, Project, Teams, SharePoint, Word, and PowerPoint.
  • The employee must maintain clearance and eligibility throughout employment.
  • Must meet client suitability.

Degree:

AA/AS or equivalent experience in a security or business related field required. BA or BS in a security or business related field preferred.

Training/Certifications:

Security Certifications (SFPC, SAPPC, SPIPC, SPSC, CISSP, Security +) preferred.
