CSCI seeks an Oversight Operations Innovation Lead Subject Matter Expert (SME) who will support a major U.S. Navy customer with technical subject matter expertise. This position supports the U.S. Navy Special Access Programs Central Office (SAPCO). DoN SAPCO / N9SP Support is a government program that advances DoN interests (requirements, innovation, oversight, and fleet implementation) through subject matter experts and security professionals. The subject matter expert will work with a dynamic team and a forward-thinking, engaging customer. During large exercises, the candidate will engage daily with the SES and other flag-level stakeholders, building PowerPoint briefs that inform the Fleet of Special Access Programs (SAP) capabilities and technologies. The candidate is also expected to provide mentorship and updated guidance during the yearly budget cycle, assisting OPNAV 9SP in applying resources to current and future warfighting equities. The candidate should anticipate requirements and lead with recommended solutions. 

This position is on-site, Monday-Friday. The primary duty location will be the Pentagon, with an alternate worksite in Springfield.

The minimum requirement for this position is 12 years of professional security experience in the Department of Defense (DoD) environment with 6 years of SAP experience. If your resume does not meet these requirements, please do not apply because your candidacy will not be accepted.


The Senior Oversight Operations Innovation Lead SME primary responsibilities include, but not limited to:

Participate in Integrated Planning Efforts

  • Work with DARPA and other Service leads for DARPA-led, Technology Development Working Group and Assault Breaker II working groups.
  • Provide support and coordination as the lead N9SP representative to the Navy Analytics Master Plan (Navy AMP) working group, which informs Navy budgeting priorities.
  • Assist N9SP0 staff in developing recommendations on technology that the USN should explore for future warfighting capabilities.
  • Work with the OPNAV staff in developing SAP experimentation to support the Research and Development Rapid Defense Experimentation Reserve (RDER) program.
  • In concert with OPNAV, develop and participate in industry outreach events to assess technology viability and applicability to Navy SAP efforts.

Participate in Joint and Navy War Games

  • Perform the duties as USN SAP lead planner and briefer to the Navy War Games, and the Joint Staff Global Integrated War Game and planning Excursions.
  • Produce Navy portfolio slide decks and brief USN special programs up to the 3* level.

Inform Senior Leadership

  • Conduct GO/FO briefings to senior leaders across the Joint Force on wide-ranging technical subjects.
  • Provide deep analytical operations analysis of threat capabilities and prepare high-level talking points for senior military leaders to brief civilian leadership.
  • Develop and maintain high-level PowerPoint briefs and associated talking points for Navy senior leaders to deliver, including the CNO, SECNAV, and Fleet Commanders.
  • Attend OPNAV-sponsored studies reports as an N9SP representative and utilize fleet experience to summarize Navy equities and provide recommendations for future investments and support.
  • Provide crucial Subject Matter Expert (SME) support and opinions to facilitate the development of recommendations to be briefed to the Joint Resource Oversight Council (JROC).

Skills - Minimum of 12 Years Experience

Required Qualifications:

  • US Citizenship is required.
  • BA/BS or equivalent experience in Engineering, Business Administration, Economics, or equivalent.
  • Current Top Secret Clearance with SCI Eligibility and Eligibility for access to Special Access Program Information
  • 12 years of related experience required in the DoD environments. 
  • 8+ years of experience with government planning, forecasting, program budgeting, funding, executive management, and reporting against commitment, obligation, and expenditure benchmarks.
  • Have a comprehensive knowledge of security program interrelationships to coordinate and implement objects and plans for multiple programs for the DON by adhering to the DoD, DON, and IC Directive manuals and instructions.
  • Ability to translate and communicate complex technical documentation and subject matter between technical and non-technical audiences.
  • Subject Matter Expert (SME) level guidance and understanding of industrial security regulations, federal security regulatory requirements of the NISPOM, DoDM 5205.07 Volume 4, Special Access Program (SAP) Security Manuals, and the DoD 5105.21 Sensitive Compartmented Information (SCI) Manuals
  • Have a working knowledge of Special Access Program (SAP) and Classified Programs within both the DON and DoD.
  • Proficiency with Microsoft Word, Excel, Outlook, and PowerPoint.
  • Well-developed analytical, diagnostic, and problem-solving skills.
  • Must have strong written and verbal communication skills and be willing to actively communicate with co-workers, program leadership, and clients, which may involve delivering presentations.

Preferred Qualifications:

  • Prior military experience preferred, but not required.
  • 6 years experience with SAPs within the DoD.

Experience Levels:

LEVEL 1 – requires a minimum of 3 years related experience
LEVEL 2 – requires a minimum of 5 years related experience.
LEVEL 3 – requires a minimum of 8 years related experience.
LEVEL 4 – requires a minimum of 10 years related experience.
LEVEL 5 – requires a minimum of 12 years related experience.
LEVEL 6 – requires a minimum of 15 years related experience.
LEVEL 7 – requires a minimum of 20+ years related experience.
