Program Manager and USMC Training Management Team Lead

As Program Manager and USMC Training Management Team Lead, Mr. Sam Spencer is the single point of contact for training, courseware/product development, revisions, updates, and implementation matters. Mr. Spencer has over 20 years of experience as a Deputy Director in program management, curriculum development, and budgeting. He has exceptional oral and written communication skills which he has used to develop plans and lead teams to success. Mr. Spencer has been responsible for coordinating and supervising the conduct of Operator & Maintainer NET and that of the CSCI Curriculum Developers and Instructor/Trainers. Some of Mr. Spencer’s achievements include developing and defending a $3.3 Billion company investment, providing guidance on employee assignment recommendations, and ensuring all equities were well-understood, supported, and balanced over the POM 16 and 17 cycles. Mr. Spencer has led trainings on insider threat awareness, counterintelligence, cyber awareness, and workplace diversity among many other topics.

Prior to joining CSCI, Mr. Spencer was the Deputy Commandant of Aviation and Deputy Director of Marine Air Command and Control System and Maintenance at the headquarters of the United States Marine Corps. Before his work there, Mr. Spencer was the Training and Education Command and Deputy Director of Training at Quantico. He graduated Summa Cum Laude from Strayer University with an Associate Degree in Business Administration.

Mr. Spencer is passionate about giving back to the community. He has collected and distributed approximately 98,000 toys for 22,000 children with the nonprofit group Toys for Tots.
