Mr. Barry Bassel is a distinguished leader in defense program management, currently serving as the Program Manager for the Joint Strike Fighter (JSF) F-35 Support program at CSCI. In this pivotal role, he directly reports to the Director of Programs and executes strategies aligned with the Director of Strategy to optimize the overarching cost, schedule, and performance of the JSF F-35 Support program. His leadership is focused on minimizing operational risks and maximizing contract performance, ensuring compliance with stringent contract specifications and governance processes.

Mr. Bassel’s responsibilities encompass a wide range of strategic and operational duties, including the advancement of profit and loss management through excellent contract execution, coordinating cross-program synchronization, and leading program staff and team leaders. He is instrumental in drafting, approving, and coordinating project budgets, managing resources, and conducting comprehensive risk and cost analysis to enhance program efficiency and effectiveness.

Before his current role, Mr. Bassel was an OPNAV N9SP3 Functional Analyst at CSCI, where he led the Secure Facility Way Ahead Working Group and served as the technical SME for the U.S. Naval Aviation SAP All the Time (SATT) effort. He was crucial in establishing an agreement between the Department of the Navy and the Department of Air Force, supporting the classified CAFNET Version 2 network and developing multiple policies to enhance Naval Aviation capabilities.

During his tenure at the Pentagon as the CMV-22 Osprey and C-2A Greyhound Requirements and Resourcing Officer, Mr. Bassel led the CMV-22B Warfighting CONOPS development and conducted a Force Structure Analysis that effectively adjusted fleet requirements in response to operational demands. His strategic initiatives led to cost savings and enhanced operational readiness.

Earlier in his career, Mr. Bassel managed critical program management initiatives at NAVAIR PMA 275 – NAS Patuxent River, MD, where he led both the NRE Development effort and the Multi-Year Procurement (MYP) contract for the CMV-22 program, achieving cost reductions and speeding up critical capabilities for the fleet.

Mr. Bassel’s naval career also includes exemplary service as the Assistant Air Officer on the USS Carl Vinson, where he led complex and dynamic operations during a 10-month Western Pacific deployment supporting Operation Inherent Resolve.

Mr. Bassel graduated from the U.S. Naval Academy with a Bachelor of Science in Systems Engineering and later earned an MBA from Trident University. His professional acumen is further endorsed by DAWIA Level III certifications in Program and Requirements Management.

Mr. Bassel’s career is marked by a commitment to excellence, leadership, and a profound understanding of both tactical and strategic aspects of military operations and program management. His leadership in advancing the JSF program underscore his significant contributions to national defense.
