Bart Marsh

Program Manager

Mr. Bart Marsh is a Program Manager at CSCI, supporting the Department of the Navy’s Special Access Programs (SAP) Central Office. In this role, he leads cross-functional initiatives to streamline international defense acquisition, foreign disclosures, and technology transfer processes. A certified Project Management Professional (PMP) and retired U.S. Navy Captain, Mr. Marsh brings over 30 years of leadership in military and civilian organizations with deep expertise in strategic planning, operational execution, risk assessment, and international engagement.

Mr. Marsh has a proven track record of leading high-performing teams and complex programs that span national security, defense innovation, and global partnerships. At CSCI, he drives process improvements by integrating disparate data systems into a unified dashboard used by senior defense officials to make timely, informed decisions. His efforts have fostered unprecedented cooperation across multiple Department of Defense (DoD) entities and allied nations.

Previously, he served as Commanding Officer and Executive Officer of the Nimitz Operational Intelligence Center at the Office of Naval Intelligence, directing operations for more than 650 personnel and managing a $32 million annual budget. Before that he was on staff and taught at the United States Naval Academy advising the Superintendent on congressional and interagency engagement while leading award-winning education and training initiatives. As a Naval Aviator with more than 2,000 flight hours in the SH-60B and MH-60R Seahawk helicopters, he commanded elite helicopter units and instructed at the Navy’s premier weapons training school in addition to being the Air Operations Officer “Airboss” aboard the USS IWO JIMA, overseeing aviation operations in the Mediterranean and Gulf of Oman, including the evacuation of the U.S. Embassy in Yemen.

Throughout his career, Mr. Marsh has served as a strategic advisor on defense policy, holding legislative liaison roles at the Pentagon and on Capitol Hill. He earned his Master’s degree in Government Administration from the University of Pennsylvania and holds a Bachelor of Science in History (with Merit) from the U.S. Naval Academy. He is also a graduate of the Naval War College, Joint Forces Staff College, and Georgetown University’s Legislative Studies Program.

Mr. Marsh continues to mentor emerging leaders and remains dedicated to advancing innovation, strengthening operational excellence, and fostering strategic collaboration in support of U.S. national security interests.
