Program Manager

Mr. Chad Roach is a seasoned program and project manager with over 20 years of experience leading large-scale, mission-critical programs across the defense and government sectors. As a Program Manager for CSCI, he manages a cross-functional team supporting capability and requirements development for current and future capabilities of the Naval Aviation Enterprise. He is responsible for the full lifecycle execution, strategic oversight, and governance of the program performance, schedule, and cost control of a highly complex defense program.

Complementing his broader program leadership responsibilities, Mr. Roach also serves as a Project Manager, leading a geographically dispersed, cross-functional team supporting the F-35 Mission Planning Enterprise. In this capacity, he ensures that team performance aligns with client and organizational objectives. He oversees project schedule and stakeholder engagement while also serving as a catalyst for process innovation and operational improvement. He has successfully implemented new standard operating procedures that enhanced coordination among team members, corporate staff, and stakeholders—resulting in improved collaboration, efficiency, and contract deliverable quality.

Prior to joining CSCI, he served with distinction in the United States Marine Corps for 23 years, achieving the rank of Master Gunnery Sergeant (E9). In his final assignment, he served as Air Traffic Control Program Director at Headquarters Marine Corps, advising the Deputy Commandant for Aviation and leading the planning and coordination of requirements development and validation, program steering, and prioritization for the Marine Corps ATC program—a global portfolio valued at over $500 million. He was responsible for shaping strategic direction and ensuring operational readiness across 17 cross-functional teams encompassing more than 1,100 personnel at 13 locations worldwide. He earned multiple personal awards for superior performance and was consistently selected for high-trust leadership positions within the aviation command and control community.

Mr. Roach holds a Master of Arts in Organizational Leadership from Western Kentucky University and a Bachelor of Science in Aeronautics (Magna Cum Laude) from Embry-Riddle Aeronautical University. He has also earned an Executive Certificate in Leadership and Management from the University of Notre Dame.
