Program Manager Technical

Mr. Robert Newton currently serves CSCI as Program Manager Technical for a major government contract supporting Integrated Air and Missile Defense. In this role, he leverages extensive experience in strategic alignment, executive leadership, project and program management, and personnel oversight, all grounded in a strong technical foundation. He is responsible for aligning programmatic and security requirements with the contracted Statement of Work, while coordinating across Corporate, Accounting, Human Resources, Technical Team Leads, and Government leadership. Mr. Newton manages technical tasking and workforce expenditures across the entire contract, which includes oversight of five technical teams with three integrated subcontractor teams. He monitors the technical performance and execution of all contracted efforts and ensures the timely and accurate submission of required reports and the presentation of program performance, status, risks and issues.

In his previous role at CSCI, Mr. Newton supported the Office of Naval Research, providing executive-level strategic guidance as the acting Chief of Staff. He also served as a Subject Matter Expert in Maritime Domain Awareness and represented the Command, Control, Computing, Communications, Cyber, Intelligence, Surveillance, Reconnaissance and Targeting (C5ISRT) Division in senior-level meetings and international working groups. As a task leader on the Technology Cooperation Program’s Maritime Technical Panel 3, he worked with a multi-national group (Australia, Canada, New Zealand, the United Kingdom, and the United States) to advance maritime information-sharing and analytical capabilities.

Before joining CSCI, Mr. Newton managed and provided technical support and contract oversight for technical teams supporting multiple Navy program offices. These included program and technical support to the Cooperative Engagement Capability Program Office, AEGIS CSSQT and TBMD events support for the Systems Engineering program office, and Surface and Airborne Mine Warfare support for the Mine Warfare Program Office. His work included project management, systems engineering, RDT&E, and fielding initiatives, as well as modeling and simulation for coastal mine warfare evaluation.

Earlier in his career, Mr. Newton served as an OPNAV Action Officer for Theater Air Defense, where he supported the Rolling Airframe Missile, NATO Seasparrow, and Evolved Seasparrow Missile programs— culminating in the successful Milestone IV/II Program Decision for ESSM.

A veteran of the U.S. Coast Guard, Mr. Newton served in multiple leadership roles, including Program Manager, Executive Officer, Division/Operations Officer, and Deputy Incident Commander. His operational experience spans aids to navigation, ice operations, diving, defense and joint operations, intelligence, and environmental response.

Mr. Newton holds a bachelor’s degree from the United States Coast Guard Academy. He brings decades of leadership in naval operations, technical program management, and international collaboration to every mission he supports.
